AMARAVATI: Andhra Pradesh Chief Minister YS Jagan Mohan Reddy tore down the opposition’s false propaganda on his welfare schemes and fiscal discipline in his motion of thanks to Governor S. Abdul Nazeer’s address here in the State Assembly on Tuesday.

Pegging the cumulative revenue of loss of Rs 66,116 crore between 2019-2022 due to the Covid pandemic he said that his Government delivered great governance in the last five years despite the pandemic. “At the same time, the devolutions from the Centre too declined considerably. AP’s compounded annual growth rate at 13.8 percent should have generated a revenue of Rs 2.24 lakh crore, however, due to the pandemic, revenue of only Rs 1.15 lakh crore was generated leading to a reduction in tax devolutions from the Centre from 35 percent to 31 percent.

Elaborating on the impact of bifurcation on the State the Chief Minister said that AP had been incurring a loss of Rs 13,000 crore every financial year due to biased distribution of assets under the AP Reorganisation Act. In 10 years AP lost 1,30,000 crore income just because of unjust bifurcation, he added.

Reiterating the need to further develop Visakhapatnam as an economic powerhouse and a viable alternative to Hyderabad, he said that the state was unjustly divided. “Had the Union government given a written instead of an oral assurance on special category status in the Parliament, then we could have waged a legal battle,” YS Jagan pointed out.

He said that the YSRCP Government deposited Rs 2.55 lakh crore into the bank accounts of poor beneficiaries through Direct Benefit Transfer (DBT) transparently without any graft whereas Chandrababu Naidu practiced ‘Dochuko Panchuko Tinuko’ (DPT) formula plundering the state's resources and distributed them to his cronies

“What is the need for all opposition parties to unite and conspire against YSRCP if they think that the government did not fulfill its promises or did no good to the people? By uniting against us, the Opposition has exposed itself. It is clear that they are scared of us because our government delivered welfare and development,” he said.

He wanted to know whether the former Chief Minister Chandrababu Naidu introduced one single welfare scheme to his credit. “He is only remembered for backstabbing people, and his name is synonymous with drought. Every household must remember this,” he said adding that the YSRCP Government succeeded in increasing household income of the people of Andhra Pradesh.

TDP’s Khichdi manifesto

Terming the TDP manifesto as a 'khichdi' of manifestoes of different political parties and States, the Chief Minister said that the same person who blamed him for converting AP into another Sri Lanka promised schemes that would cost the State exchequer a whopping Rs 1,26,000 crore.

“The eight major schemes that the YSRCP is implementing cost Rs 52,700 crore and Naidu can't dare touch them or alter them. If we add the cost of implementing the six guarantees he talks about the total cost of welfare schemes should be Rs 1.26 lakh crore,” CM said

He said that Chandrababu Naidu and his yellow media refuse to tell the people from where the Government would get such money. “They say that Naidu will create wealth. So I checked his 14-year track record. To my surprise all years are revenue deficit years. The State’s contribution to GDP was 4.4 percent and that of YSRCP Government was 4.82 percent,” he said.

The Assembly then unanimously passed the resolution thanking the Governor. The house was adjourned till Wednesday.
