GHMC launches comprehensive street dog management programme
A systematic Animal Birth Control and Anti-Rabies (ABC-AR) programme will be implemented to ensure 100% sterilization of street dogs.
HYDERABAD: In response to the rising incidents of dog bites, the Greater Hyderabad Municipal Corporation (GHMC) has announced a detailed plan to manage the street dog population and reduce related issues. The initiative focuses on systematic sterilization, vaccination, and public awareness to ensure a safer environment for residents.
A systematic Animal Birth Control and Anti-Rabies (ABC-AR) programme will be implemented to ensure 100% sterilization of street dogs. This will prevent the birth of new puppies and reduce aggressive behaviour in dogs. All street dogs will receive anti-rabies vaccinations.
An Information, Education, and Communication (IEC) campaign will be conducted to educate Resident Welfare Associations (RWAs), Slum Level Federations (SLFs), the general public, and school children on dog behaviour, dog bite management, and preventive measures. Residents are encouraged to report unsterilized dogs to the GHMC.
Adoption of street dogs will be promoted to provide them with safe homes while simultaneously reducing their population through sterilization and vaccination. Registration of pet dogs will be enforced to maintain a database, ensuring timely sterilization and vaccination reminders and communication of advisories issued by the Animal Welfare Board of India (AWBI).
Hotels, restaurants, function halls, non-vegetarian shops, hostels, and other establishments will be directed to dispose of food waste properly to prevent street dog gatherings. Registration of caretakers/feeders of street dogs will be required, with designated feeding spots in less frequented areas. Water bowls will be arranged to ensure street dogs can access water, especially during summer.
Compliance with the Maternity Benefit (Amendment) Act 2017 will be enforced, mandating crèches at construction sites to protect children from dog attacks. Separate rehabilitation shelters will be established for aggressive street dogs until proper protocols are developed.
The toll-free numbers 040-21111111 and 040-23225397 for reporting dog-related issues will be widely publicized. A Rapid Response Team led by the jurisdictional Veterinary Officer will address dog bite incidents, ensuring victims receive immediate medical attention and follow-up vaccinations. The responsible dog will be captured and observed for signs of rabies.
These measures will be implemented within GHMC and the 27 Municipal Corporations/Municipalities within the Outer Ring Road (ORR) limits. A State Animal Birth Control Monitoring & Implementation Committee, headed by the Principal Secretary of the MA&UD Department, will meet to discuss further measures to prevent future dog bite incidents. The committee will include veterinary experts, animal welfare organization representatives, public health officials, advocates, and others.
