Governor Tamilisai rejects MLC nominations of Dasoju Sravan, Kurra Satyanaryana

HYDERABAD: Telangana Governor Tamilisai Soundararajan on Monday rejected two nominations sent by the BRS Government for the posts of Members of Legislative Council (MLC) citing reasons under Article 171(1)( e ) & 171(5) of the Constitution of India. The Governor in her reply to the Chief Secretary pointed out that they both lack the specific qualities to be qualified under the Governor's quota category.

In her reply, she said that the summary of Dr Dasoju Sravan Kumar submitted by the Government indicated that his active participation was in politics, corporate and academic sectors. “His summary does not indicate any special achievements in literature, science, art, cooperative movement and social service. Except for the summary, no other details or documents are enclosed or sent to me,” the Governor mentioned.

She further explained that relevant records and the note file before the Cabinet and the Chief Minister evidencing the consideration of all the relevant records have not been enclosed along with the recommendation.

“Without any documentation in support thereof showing the fulfillment of the criteria mentioned above, it will be inappropriate for me to consider and nominate Dasoju Sravan Kumar as a Member of the Legislative Council. There are several eminent non-politically affiliated people recognized in our State, fulfilling the requisites prescribed under Article 171(5) of the Constitution of India,” she said.

Sravan responds

In a statement released immediately after the letter of rejection came from Raj Bhavan, Dasoju Sravan said: “Social work and Politics have distinct roles and purposes, but they are not mutually exclusive. Social workers may engage in advocacy and lobbying to influence policy changes, and politicians may work to address social issues through legislation. The two fields often intersect when addressing complex social problems and striving for societal improvements.”

Rejection of Kurra Satyanarayana

The Governor, while rejecting the nomination of Kurra Satyanarayana, said that he also indicated that he was actively involved in politics and corporate trade union activities.

“His profile summary does not indicate his special knowledge in literature, science, art, cooperative movement and social service, which appears to be from the summary of a short tenure, which will not come within the purview of Article 171(5). There is no apparent consideration of the fulfillment of the pre-conditions required under Article 171(5) of the Constitution of India,” she explained while rejecting the second nomination.

Advise to CM

The Governor, in a request to the Cabinet and Chief Minister K Chandrashekar Rao, asked them to avoid such politically aligned persons to fill up nominated posts under Article 171(5) of the Constitution of India, defeating its objectives and enactment.
